3. Before demolition Bat survey in accordance with BCT Bat Surveys for Professional Ecologists.

4. Prior to begin development a) A desktop study including the identification of the previous site uses, potential contaminants, and using this information, a diagrammatical representation for the site of all potential contaminant sources, pathways and receptors to be produced To safeguard health, safety and the environment in accordance with the local council policies Completed September 2022
b) If identified necessary by the desktop study, a site investigation to be designed and submitted to and approved in writing prior to the investigation being carried out. The investigation must be comprehensive to enable:

i) Risk assessment relating to human health

ii) Risk assessment relating to groundwater and surface waters associated on and off site

iii) Refinement of the conceptual model

iv) The development of a method statement detailing the remediation required

d) A method statement submitted and approved in writing by the local planning authority prior to the remediation being carried out Report expected to be submitted by April 2023
If during development contamination not previously identified is found to be present at the site, no further development shall take place Will only be known during construction
5. Prior to commencement of development A sustainability statement including an energy hierarchy scheme for that phase and a programme of delivery of all proposed measures submitted and approved in writing by the local planning authority

 

a) How the development will reduce carbon emissions and utilise renewable energy

b) measures to reduce the need for energy through energy efficiency methods using layout, building orientation, construction techniques and materials and natural ventilation methods

c) how proposals will de-carbonise major development

d) details of the building envelope (including u/r values and air tightness)

e) how proposed materials respond in terms of embodied carbon

f) consideration of how potential for energy from decentralised, low carbon and renewable energy sources can be maximised

g) How the development optimised the use of multi-functional green infrastructure

To ensure the creation of well-designed and sustainable buildings Submission expected by July 2023
6. Prior to commencement of development Detailed surface water drainage scheme for the site, based on sustainable drainage principles has been submitted to and approved in writing to the local planning authority in consultation with the local lead flood authority

* undertake infiltration testing to clarify whether or not infiltration type drainage strategy is an appropriate means of managing the surface water runoff from the site

To prevent the increased risk of flooding; to improve and protect water quality; to improve habitat and amenity; and to ensure the future maintenance of the sustainable drainage structures Expected to be submitted in April 2023
* Where not, limit the discharge rate generated by all rainfall events upto and including the 100 year plus 40% critical rain storm to 1 Depending on WDC review
* provide detailed plans and drawings
* provide evidence to show an agreement from Severn Trent Water to connect to the existing surface water network

Post Commencement Conditions
7. Prior to occupation of the development Detailed site-specific maintenance plan in consultation with the local lead flood authority. The plan should include:

i) name and contacts of the person responsible

ii) plans showing the locations of features requiring maintenance and how these should be accessed

iii) details on how surface water each relevant feature shall be maintained and managed for the life time of the development

iv) be of a nature to allow an operator, who has no prior knowledge of the scheme, to conduct the required routine maintenance

To ensure the future maintenance of the sustainable drainage structures To be submitted post- construction
8. No development above slab level Details of the finished floor levels of all buildings, together with details of existing and proposed site levels and the relationship with the adjacent land and buildings have been submitted and approved To ensure sufficient information is submitted to demonstrate a satisfactory relationship between the proposed development and adjacent land and buildings in the interest of amenity To be submitted during construction when slab level is finalised
9. No development above slab level Samples of the external facing materials to be used have been submitted to and approved in writing To ensure a satisfactory external appearance in the interests of the visual amenities of the locality
10. Before occupation Scheme for the provision of adequate water supplies and fire hydrants necessary for firefighting purposes at the site has been submitted to and approved in writing In the interest of public safety from fire and the protection of Emergency Fire Fighters Post construction
11. Prior to the first use of the development Two 32amp (minimum) electric vehicle recharging points installed. Following verification details need to be submitted:

i) Plan/Photograph showing the location of the charging points

ii) Technical data sheet for the charging point infrastructure

iii) Confirmation of the charging speed in kWh

To ensure mitigation against air quality impacts associated with the proposed development Post construction
12. Before occupation Car parking and manoeuvring areas indicated on the approved drawings have been provided and thereafter those areas be kept marked out and available for such use at all times To ensure adequate off-street car parking and servicing facilities in the interests of both highway safety and visual / residential amenity Post Construction
13. Prior to occupation All first floor side facing windows in the east elevations shall be permanently glazed with obscured glass to a degree sufficient to conceal or hide the features of all physical objects from view and shall be non-opening unless the parts of the window that can be opened are more than 1.7 meters above the floor of the room in which the window is installed To protect the privacy of users and occupiers of nearby properties During construction
